Users can now control how many skill points people get when they level
Default is 1

New Cvar to punish TK - subtracts XP for TK kills
Cvar is off by default. 0 = off 1 =on

NOTE: Due to my mistake and a long story, source code is not included for this version. If you want the source, use 1.6.3 as its practically the same thing except with out those two new cvars introduced in this build. Source will be released with the next full rewritten version.

hey gyus! i have a problem.. in my server console it says: L 05/16/2007 - 10:45:41: [AMXX] Plugin "uwc3.amxx" failed to load: Module/Library Class "dbi" required for plugin. Check modules.ini. what is it???
